DISTRICT AUTHORITY The drainage districts are a special purpose local government organized under Oregon Revised Statute (ORS) Chapter 547, except for Sandy Drainage Improvement Company was incorporated in 1998 and is organized under ORS 554, Drainage Districts (see Appendix A, Summary of Oregon Laws and Regulations). The landowners in each district form the legal constituency and elect a three-five person Board of Supervisors, which provides governance. The MCDD manages the other three districts under an annual contract for services, which provides for the uniform management of the entire levee-protected area from the railroad embankment adjacent to North Portland Road on the west, and eastward to the Sandy River. Also, ORS Chapters 190 and 195 require that the drainage districts, state agencies, and the local governments in the area (Portland, Gresham, Fairview, Wood Village, Troutdale, Multnomah County and the Metro Regional Government) cooperate and coordinate their activities.
