MULTNOMAH COUNTY DRAINAGE DISTRICT #1 Adopted FY 2009-2010 Goals March 12, 2009 ADOPTED GOALS:
ON-GOING POLICY AND PROCEDURAL 1) Maintain safe, acceptable and certified levees. 2) Continue to meet the flood control needs of residential, commercial and industrial landowners. 3) Aggressively pursue non-district funds for projects, whenever practical. 4) Maintain cost containment through creative planning and cultivation of partnerships, whenever practical. 5) Incorporate financial reserve policies into the upcoming FY budget. 6) Incorporate District solutions into Goal 5 compliance codes at cities level and create and nurture mutually beneficial partnerships in Goal 5 strategies. 7) Continue to work closely with COP on the Columbia Corridor Scoping Process. 8) Continue to work with CSWC on implementation of action plan. 9) Continue support of CCA and its activities. 10) Continue to support FLPOA and its activities. 11) Extend 1135 meander principles to new sections of ditches. 12) Continue collaborations on Slough 101, Columbia Slough Regatta. 13) Continue to receive clean audit report for previous year financial. 14) Continue to receive USACE ‘acceptable’ rating for annual inspection of levees and pump stations. 15) Implement and refine the District CIP funding strategy. 16) Update 3-5 year CIP list. 17) Continue implementation of sediment management plan. 18) Continue to work with agencies on trail development on levees FINANCE AND BUDGET 1) Complete review and modify, as necessary, district procurement procedures. 2) Implement electronic banking options as approved by the Board. 3) Prepare draft District Annual Report for Board to consider as informational tool. CAPITAL IMPROVEMENT 1) Develop funding for joint MCDD/COP piping project under 33rd and Elrod Drive. 2) Implement adopted solutions to improve trash rake efficiency. 3) Continue with levee resurfacing consistent with multi-year action plan and annual budget. 4) Prepare report on strategy, equipment and funding for expansion of on-water maintenance of ditches and waterways. 5) In collaboration with POP install trash rake on Airtrans Pump Station. 6) Continue to coordinate with the Port of Portland and the City of Portland on the design and funding to re-align the drainage system from SW Quad to Broadmoor pump station. ADMINISTRATIVE 1) Continue to developer IGA's with east county cities where necessary. 2) Implement policy on distribution of cost for contaminated sediments in ditches. 3) Adopt policy on District/private ownership of culverts. 4) Evaluate aquatic vegetation management and recommend solutions through changes in facilities and procedures. 5) Evaluate impacts to system of low flow management and recommend solutions, if needed. 6) Complete training appropriate for staff in the Unified Incident Command System. 7) Pending levee recertification and application of new levee standards, plan for levee changes, funding and time line needed to apply for a 500-year levee rating. 8) Pursue Corps Individual Permit. 9) Continue to assist Concordia University with throwing facility solutions. 10) Initiate meetings with Cities of Gresham and Fairview on a quarterly basis.
ENVIRONMENT 1) Pending application of new levee standards, adopt levee planting standards and policy. 2) Secure funding for Elrod Ditch demonstration project and set project time line.
