Board of Supervisors

Multnomah County Drainage District No. 1 is a special purpose local government organized under ORS 547.  The landowners form the legal constituency and elect a five person Board of Supervisors,at the annual meeting in January.  In 2003, new legislation provided that Districts could go from three to five member boards of supervisors, if they chose.  The MCDD Board elected to do so and, in fact, was the primary sponsor of the bill. 

The reasons for changing were: 1) the district had grown in diversity and moving to five supervisors allowed more of that diversity to be represented; and 2) enhanced the provisions of the meetings laws since, on a three member board, if two board people talk privately it is in violation of the open public meetings laws.  Added to the three member mix is one member from the moorage arena and one member as a district homeowner on Fairview Lake.
