Adopted FY 2009-2010 Goals

ADOPTED GOALS:
         ON-GOING POLICY AND PROCEDURAL
         1 - Continue to incorporate reserves into balanced FY 2009-2010 budget consistent with reserves policy adopted in 2004.
         2 - Continue process of stabilizing annual landowner assessments at a sustainable operations and capital improvement level.
         3 -  Maintain cost containment through creative planning and cultivation of partnerships, whenever practical.
         4 -  Aggressively pursue non-district funds for projects, whenever practical.
         5 -  Receive clean accountant review for FY 2008-2009.
         6 - Work with City of Portland on follow-up to Columbia Corridor Scoping Process and any code or regulatory implementation efforts related to Goal 5 compliance.
         7 - Update as necessary and adopt IGA with MCDD.
         8 - Continue to work with Corridor partners on the future of the City of Portland Stormwater IGA.
         9 - Gain Corps of Engineers “acceptable” rating for 2009.
       10 - Update the 3-5 year, prioritized CIP list, with projected costs and timelines, as part of the budget process.

        FINANCE AND BUDGET
        1 -  Adopt longer term financing strategies for capital improvement priority projects.

        CAPITAL IMPROVEMENT
        1 - PIR Pump Station.  Prepare 90% design plans for a funding plan and timeline for construction. 
        2 - Vanport Wetlands Pump Station - In collaboration with the Port and Metro, incorporate cost estimates into action plan for funding and construction. 
        3 - Review and plan for culverts penetrting the NE Marine Drive Levee.  Timing is dependent on when, or if, the USACE adopts new levee standards.    
 
       ADMINISTRATIVE
       1 - Adopt a ditch maintenance, ownership and cost recovery policy.
       2 - Update levee landscape plan as necessary to met the USACE's newest vegetation standards.
       3 - Final completion of district easement records to assure that all levees, pump station, discharge pipes and other critical facilities have a descriptive recorded easement on file with Multnomah County Records.
       4 - Enter into an IGA with the Cityy of Portland for the following response plans:
            a.  Flood wall closure installations
            b.  North Marine Drive closure plan
       5 - Coordinate with Columbia River Crossing staff to incorporate a flood wall closure structure at Victory Boulevard, Marine Drive and Denver Avenue.
