FY 2009-2010 Adopted Goals
February 19, 2009

ADOPTED GOALS:
ON-GOING POLICY AND PROCEDURAL

          1 - Maintain safe, acceptable and certified levees.
         
2 - Continue to meet the needs of residential, commercial and industrial landowners within the district.
          3 - Adopt and incorporate financial reserve policies into the balanced FY 2009-2010.
         
4 – Maintain cost containment through creative planning and cultivation of partnerships,whenever practical.
          5 – Aggressively pursue non-district funds for projects, whenever practical.
          6 – Develop a 3-5 year, prioritized CIP list, with projected costs and timeliness, to be updated each year as part of the budget process.
         
7 - Seek Corps of Engineers "acceptable" rating on levees and pump stations.
          8 - Seek "clean" audit status for FY 2008-2009.
          9 - Track City Goal 5/Metro Title 13  compliance and favorably position District.
        10 - Educate landowners on the short and long term challenges and opportunities associated with sediment management and water quality.

FINANCE AND BUDGET
         1 - Explore options for near and long term capital funding in conjunction with capital improvement goal #2.  
         2 - Keep budget stable wile balancing it consistent with additional costs of levee recertification and design/maintenance standards.

CAPITAL IMPROVEMENT
         1 - Complete individual project engineering and design necessary to estimate cost to adopt a long-range CIP funding plan for landowner approval.  
         2 - Pursue neighborhood/community support for improvements to South Shore ditch between NE Sixth and NE thirteenth.             
         3 - Plan solution for Middlefield 54” pipe project.
         4 - Include levee landscape funds in FY 2009-2010 budget.

ADMINISTRATIVE
        1 - Track I-5 River Crossing plans for impacts on drainage district.
        2 - Track I-5 expansion through Denver Avenue for compatibility with drainage district.
        3 - Seek landowner decision on cost sharing for storwater if change is determined necessary from current 50/50 policy
        4 - Implement policy on contaminated sediment cost recovery
        5 - Develop a levee landscape standards implementation plan and determine funding. 
        6 -  Work with the City of Portland Parks and stakeholder groups to develop trails and trail connections along the tops of levees
