PUBLIC MEETINGS:

The Districts have a variety of meetings over the year, all of which are open to the public.  Announcements are put into the Oregonian newspaper about two weeks before the event to notify the interested public.  Or you can have your e-mail registered with the district and the agenda will be sent to you electronically.

BOARD MEETINGS:

For the most part, these are held on the first Thursday of the month for SDIC, the second Thursday of the month for PEN 1, the third Thursday of the month for MCDD,  and the fourth Thursday of the month for PEN 2.  The schedule is printed in 2009 for the 2010-2011 fiscal year.  Not all meetings are held since each district has set aside time to meet but may not have sufficient business to actually meet.

ANNUAL MEETINGS:

Each district is required by law to hold an annual landowner’s meeting.  Its time and date is published in the Oregonian about two weeks before the meeting and an invitation and agendas are mailed to each landowner about two weeks prior to the meeting.

For 2010, the meetings are scheduled at:

MCDD – January 14, 2010
SDIC –   June 3, 2010 
PEN 1 – July 15, 2010
PEN 2 – December 2, 2010

4MAT MEETINGS:

Each Board operates independently.  But they have common issues that require common approaches.  Since there is no mechanism for the four boards to meet, they have formed the Four District Management Advisory Team (4MAT).  It is made up of the Presidents from each board and they meet on a quarterly basis with staff to discuss issues and listen to reports.  The permanent place to meet is the Columbia Edgewater Golf Club and the time is eleven o’clock on the fourth Thursday.  The public is not invited to these meetings because of the dry nature of the topics.  Each Board adopted a resolution that forbade decision-making at the meeting and, further, deters the Presidents from directing staff.  These things must happen at a Board meeting with a quorum present to vote.

FOUR BOARD TRAINING:

Each year in March – in 2010 it will be on March 18th - the four district board members gather together to take part in the annual training program.  It is held at the MCDD Conference room and is followed by a BBQ with district staff members.  Board members may get trained on the legal aspects of their service, or the fiduciary responsibility they shoulder.  They might go on a facilities tour of all four districts.  There are political and financial reasons to keep the four boards from consolidating into one, but this allows them one more opportunity to meet with one another and explore the duties they all share.  The public is welcomed.

OTHER MEETINGS

A Board may meet as the Local Contract Review Board, but this is usually once every two to three years.  The same timeline is offered for executive sessions of the boards.  In both cases, the Oregonian announcements before the meeting must be made.
