Sandy Drainage Improvement Company was established in 1917 and it is the furthest east of the Districts. It is approximately bound by the Sandy River on the east, the Union Pacific railroad to the south, and 223rd Avenue on the west. To the north of SDIC lies Chinook Landing and Company Lake, as the district doesn’t extend to the Columbia River’s bank, like the other three districts.

SDIC has many small and medium sized businesses, public land, and undeveloped vacant land. Major properties include the Troutdale Airport, Amazon, FedEx ,and Nacco Materials Handling Group. The district lies within the jurisdictions of the City of Fairview and the City of Troutdale.
