Peninsula Drainage District #1 was established in 1917.  The district is unique in that it has a fairly small number of individual property owners and 86% of the land is publicly owned. Major properties in the district include the Portland International Raceway, Heron Lakes Golf Club, the Portland Expo Center, and Harsch Investment Properties. This district lies entirely within the City of Portland.

2017-18 PROPERTY ASSESSMENT RECONCILIATION

PEN1 is largely funded by landowners within the Districts who pay an annual assessment fee to support PEN1 operations and floodplain management.
